I'm desperately searching for a person/company that is based locally and can help us to propel forwards our Stamford Living website, which at the moment is just about OK but has no bells and whistles. Can anyone recommend anyone to me?

This is a difficult one as there are not many good designers who can also programme/code websites - we tend to separate the project so that we have a designer and programmer working together to achieve the best solution.
Unfortunately I can not recommend anyone locally but if your plan is to really scale the 'Local Living' website to generate additional ad revenue then it might be worth investing a bit more into it from the design/content management and Search Engine Optimisation (SEO) point of view. Anyway if DUO can help let me know - we can always chat about it over coffee.
